Lead EU climate negotiator Artur Runge-Metzger tells RTCC talks on a second commitment period of the Kyoto Protocol are progressing smoothly, but says that the ‘hot air issue’ has yet to be resolved.
Runge-Metzger also sheds light on the current row in the LCA negotiating track, arguing that the current chair needs to take into account the views of all parties.
“The chair is there to facilitate. He will have to take from the parties what the parties think is going to be – what you can compromise on,” he said.
“If you as a chair try to sell something people don’t like then ok, you will not be a successful chair”.
